Jim Barbee led Churchill County to secure eligibility for the Southern Nevada Public Land Management Act (SNPLMA) Recreational Program through the 2022 National Defense Authorization Act.

This program supports affordable housing by offering low-cost financing when projects include 80% market-rate and 20% affordable units.

Nevada Strategies helped navigate the complex financing rules, ensuring the project met eligibility requirements and aligned with state housing goals.

Through strategic planning and collaboration with state and local entities, Nevada Strategies helped facilitate the successful application for the bond, advancing affordable housing growth and supporting revitalization near Reno’s Sierra Summit Mall.

Jim Barbee led Churchill County’s efforts to support the Fallon Range Training Complex (FRTC) Modernization Authorization in the 2022 National Defense Authorization Act (NDAA), while protecting citizens affected by lost public land and grazing access.

FRTC modernization provides funding to upgrade training facilities, enhancing overall military readiness and operational capabilities.

The NDAA also enabled direct land transfers to Churchill County for economic development and resolved checkerboard land ownership issues to promote business growth.

It also provided law for the fair and equitable compensation for ranchers whose cattle operations were negatively impacted by the taking of grazing rights provided for through the Taylor Grazing Act. Lastly it authorized Churchill County as an eligible entity for funding under the SNPLMA Recreational Fund.
